The game centers on Jonathan Ingram, one of five "cops", police-trained astronauts tasked with maintaining the security of Beyond Coast, humanity's first fully functional space colony in 2013. While testing a new spacewalk suit, a terrible accident occurs and Jonathan is blown into space, presumed dead by his colleagues.

Almost 25 years later, he was found alive and well thanks to a cold sleep module connected to the suit. Three years later, Jonathan (now a private investigator working in what was once Los Angeles) is visited by his ex-wife Lorraine. She asks Jonathan for help in solving the disappearance of her current husband, Kenzo Hojo, the only clues he left behind are a torn sheet, a set of capsules and the word "Plato".

Jonathan is initially reluctant to take on her case. However, after Lorraine leaves his office, she is attacked and killed by a man in a black motorcycle suit. Jonathan, having failed to catch the criminal, decides to fulfill the last request of his ex-wife and goes to Outland. There he is reunited with his former LAPD partner Ed Brown, who agrees to help Jonathan investigate the circumstances surrounding Hojo's disappearance and Lorraine's murder.
